Director, County Office of Services for the Aging (COSA)

The Director of County Office of Services for the Aging (COSA) is responsible for the administration of a comprehensive system of social services for the aging population within the county. The Director plans, develops and implements a comprehensive multi-year strategic plan and budget to achieve goals and objectives in a dynamic, changing environment. Work includes the responsibility of planning, mobilizing resources and obtaining contractual agreements to provide necessary services. The Director is responsible for developing and assessing the work of agency staff in monitoring and evaluating the quality of services provided by contracts, as well as providing direct services to aging residents in the county. The Director must maintain effective working relationships with associates, public officials, administrators and the public.

COSA develops, coordinates and administers services to older adults. Work includes the administering of 30 programs for county residents age sixty and over, assisting residents with resources and providing information on vital needs such as benefits and services available. COSA’s programs and services assist seniors in achieving their highest level of independence, health and quality of life. Services include: health education and prevention, legal assistance, personal care, home support, adult day care, mental health, meals on wheels, protective services, health insurance counseling, senior centers, transportation, crime victim services, volunteer opportunities and many more.

Requirements include:

Master’s degree in Social Work or the Social Sciences from an accredited college or university; or a minimum of four years of job-related experience and/or training; or equivalent combination of education and experience.

Ten years of progressively responsible professional experience in Human Services programs (including four years of supervision and administration).

Knowledge of comprehensive service system for the elderly.

Knowledge of federal and state laws and regulations pertaining to older adults.

Knowledge of standard administrative and programmatic practices of an Area Agency on Aging.

General knowledge and understanding of human resource guidelines and procedures.

Experience managing complex organizational and financial structures.

Strong communication, leadership and relationship-building skills.
