Summary

The County Clerk is a position established under the County’s Home Rule Charter, appointed by and reporting to County Council. Under the Charter, the County Clerk's duties include recording, certifying, and implementing County Council's resolutions, minutes of meetings, and agenda. As part of these duties, the County Clerk has the primary administrative responsibility for generating the agenda for Council meetings and coordinating the details of such meetings (such as arranging for presenters, materials at meetings, video recording and streaming, and preparation of the Council meeting room).

The County Clerk is required to generally attend County Council meetings (usually held during working hours on the first and third Tuesday of each month, and at 6:00 PM on the first and third Wednesday of each month). The County Clerk will work with the Council Chair on developing the agenda for meetings. The County Clerk also needs to be able to successfully work with all departments in the County to assist them in bringing items to Council.


Essential Duties, Tasks and Accountabilities

Giving public notice of all Council meetings as well as the time and place of any public hearings and other related notices (such as those for ordinances).

Maintaining the process for items to be submitted for the Council agenda and managing the County’s electronic system for reviewing and approving agenda items (currently Granicus).

Drafting minutes for all Council meetings.

Coordinating the process for obtaining signatures of the Council Chair and other Council members including coordination with the Solicitor’s Office any issues related to signatures.

Keeping track of appointments and terms, posting open opportunities and processing appointments for all boards and commissions, as well as keeping the County’s files with respect to such boards and commissions.

Returning all professional service agreements approved by Council after they are executed by the Council Chair to successful bidders.

Maintain on file copies of all professional service agreements, resolutions, ordinances and leases approved by County Council.

Managing and maintaining all board and commission member lists. Keeping track of appointments and terms, posting open opportunities and processing appointments for all boards and commissions.

Responsible for maintaining County Code books.

Other duties as required or may be added to County Code relating to duties of County Clerk.

Any other duties as assigned by County Council Chair.

Perform other duties, tasks and special projects, as required.


Qualifications / Requirements

Bachelor’s degree in government administration, public administration, business or related field from an accredited college or university equivalent combination of education and experience.

Experience in government, preferably county government.

Any combination of education, training, and experience that provides the required knowledge and skills is acceptable.

Thorough knowledge of County Code.

Thorough knowledge of county governmental functions.

Considerable knowledge of recordkeeping and filing techniques.

Good knowledge of business English.

Ability to prepare and maintain accurate reports and records.

Ability to enforce rules, regulations, policies and procedures.

Ability to deal tactfully and courteously with the general public.

Ability to communicate clearly and effectively, orally and in writing.

Considerable knowledge of management principles and supervisory practices.

Excellent organizational and time management skills.

Accurate and detail-oriented.

Demonstrates integrity and honesty.

Strong professional ethics.


Preferred Skills, Knowledge & Experience

Excellent written and verbal communication skills.

Familiarity with researching guidelines, regulations, statutes, etc.

To perform this job successfully, an individual should have:

Intermediate Word skills

Physical Demands

While performing the duties of this position, employee is frequently required spend a significant amount of time type, research and performing computer related tasks. Occasionally, employee may need to drive to and from different locations. On rare occasions, employee will need to lift and carry items.
