Position Purpose

Under the direct supervision of the Agency Director, the Deputy Director provides administrative support to the Director related to managing and administering a comprehensive sustainable Area Plan and budget to achieve the programmatic and financial goals of the Agency. In addition, they perform administrative managerial duties related to the direct supervision of assigned administrative professional and support staff to assure effectiveness and compliance with mandated federal, state, and local laws, regulations, policies, and procedures.


Essential Duties

Performs tasks to assist the Director in planning, developing, and implementing a comprehensive Annual Plan and Budget and any subsequent plan/budget revisions.

Serves as back-up to Agency Director.

Responsible for the development of program standards and objectives.

Ensures compliance with federal, state, and local regulations and policies through review of program monitoring and activity.

Supervises and evaluates the Program/Unit Directors for Information & Referral (I&R), Housing & Domiciliary Care; Assessment & ADRC; Protective Services; Home & Community Based Services (HCBS); Health & Wellness, Foster Grandparent Program, Training Specialist and the Senior Center Liaison.

Oversees relevant agency expenditures such as AAA line-item budget, purchasing and contracts.

Processes invoices for authorized spending.

Prepares program reports, correspondence, and administrative directives necessary for programmatic monitoring and evaluation.

Maintains and updates agency program procedures manuals.

Serves as administrative liaison with various agency advisory groups.

Participates in Quarterly PA Association of AAAs (P4A) & PDA Meetings, Regional Deputy Directors Meetings; and monthly COSA Administrative Staff Meetings; to keep current on program policies and best practices.

Responsible for planning with the Director the agenda for the COSA Advisory Council meetings.

Establishes and maintains the necessary unit controls to ensure program expenditures are within established budgetary parameters.

Responsible for the oversight, accuracy, and completeness of waiting lists.

Reviews personnel actions of staff who report to them and interviews for vacant positions in units under their direction with recommendations to Director.

Assists in identifying staff development needs.

Establishes and maintains guidelines to assure the completion of reports/records. Monitors the completeness of produced reports/records. Develops/maintains systematic methods to compile and analyze reports/data.

Contributes to a positive work environment.

Performs other related duties as required.


Decision Making

This position is empowered to make decisions within established policies, procedures, guidelines, and regulations. Decisions regarding the detailed implementation and timing of day-to-day job duties are made independently by the incumbent. The employee makes recommendations regarding and engages in consultation with the Director regarding program, budget, and personnel matters.


Qualifications

Communicating effectively, orally and in writing.

Extensive knowledge of Aging Services programs.

Comfortable supervising and managing staff with diverse personalities.

Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within three months of starting employment.
