The primary responsibility of this position is to plan, organize and administer Public Health Emergency Preparedness activities, including pre-emergency planning, emergency response activities, and post-emergency functions. In addition, this position coordinates and directs the development of presentations to the public, schools, community groups and organizations relevant to public health preparedness planning and response.
Coordinates with staff to design, write, and maintain public health emergency response plans, manuals and standard operating procedures by utilizing local, state and federal regulatory guidelines and requirements to ensure plans are integrated with emergency response plans of other agencies.
Supervises staff, assigns and reviews work
Coordinates, plans and conducts public health related emergency preparedness and response training, periodic disaster drills and exercises with applicable County departments, other government agencies, community agencies involved in public health emergency preparedness and response, as well as the public
Develops annual budget, in collaboration with other Health Department units. Monitors compliance with grant expenditures and assists in preparation of grant financial progress reports
Represents the public health emergency response effort before local, state, and federal regulatory, advisory, and governing bodies and attends meetings of those agencies and community agencies able disease prevention
Provides technical assistance and advice on roles and responsibilities to department staff during emergency response
Conducts research, analysis and planning related to public health emergency response preparedness
Updates and maintains contact information and resource listings for individuals, equipment, and supplies needed for emergency operations
Perform other duties, tasks, and special projects, as required
Master’s degree from an accredited college or university
Project management experience. Specifically, experience managing complex projects in a complex environment
Personnel management experience required; healthcare experience preferred
Strong problem-solving skills and ability to create innovative solutions to the County's toughest health concerns
Good organizational skills with a key attention to detail for orchestrating every aspect of community health initiative, including budgeting and scheduling
Skilled communicator with the interpersonal and leadership abilities needed to supervise various health and emergency response professionals
Quick decision-making and critical thinking skills
Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within six months of starting employment.
