Job Opening: Director of IT Project Management and Applications

The Director of Project Management and Applications manages key projects, defines project standards as well as the intake process. Responsible for communication of project requirements and standards to all County departments. Key Performance Indicators are projects completed on time, on budget and most importantly, delivered impact to county services. Experience with process improvement, project scaling to meet the complexity requirements and managing a PMO are required.
The successful candidate will work directly with clients to ensure deliverables fall within the applicable scope and budget. The Director will coordinate with other departments to ensure all aspects of each project are compatible and will hire new talent as needed to fulfill client needs.
Under the general direction of the CIO, the Director of Project Manager and Applications will:
Set clear and accountable goals for direct reports and ensure alignment with County IT objectives and mission
Promote continual learning and team cohesiveness to optimize the performance of all project management activities. Establish strong relationships with internal County departments and functional area leadership as well as with external vendors
Closely collaborate with County departments, along with senior leadership, core leadership, functional area leadership and directors within the county
Lead diverse and varied project teams
Successfully execute on projects
Provide clear and regular communication across the organization
Manage up to 5 project managers, SAP development staff, Web development team, forms digitization, Health Department, archives digitization project, consolidation of existing applications (up to 12 direct reports)
Other projects and duties as assigned
Bachelors’ Degree in a related field
7+ years overall experience in project management and process improvement with at least 5 years of program management experience
Experience leading project teams and managing other project managers/project management teams
Proven ability to balance the strategic needs of the program with tactical day-to-day activities
Strong interpersonal skills with the ability to motivate others, influence and negotiate conflict situations
Outstanding communication, analytical and organizational skills
Highly collaborative team player who fosters open communication and facilitates mutual understanding and cooperation between all stakeholders
Proven ability to balance conflicting priorities across multiple programs, and to make sound recommendations for trade-offs between resources to achieve organizational objectives
Self-directed individual who is able to work with limited direction in a fast-paced environment
Experience creating and managing integrated timelines and budgets
Ability to effectively manage multiple diverse cross-functional teams in a matrix organizational structure
Strong written and verbal communication skills
Proficient with Microsoft Office (e.g. Word, PowerPoint, Excel, Outlook, Project)
Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within three months of starting employment.
