Summary

The Environmental Health Supervisor is responsible for overseeing a team of Environmental Health Specialists who are charged with ensuring compliance of facilities with existing local and state public health and environmental codes, regulations, and policies. Under the Administrator of Environmental Health, the Environmental Health Supervisor will assist in the development and implementation of policies, procedures, and operational strategies.

Delaware County requires all employees be fully vaccinated for COVID-19. Proof of vaccination must be submitted before a candidate’s start date if hired.


Essential and Immediate Duties

Supervises, reviews, and evaluates the work of environmental health specialists. Prepare staff performance reviews, promote individual growth and development, and recommend disciplinary action when necessary.

Develops, implements, and evaluates internal and external professional training activities and education programs.

Ensures uniformity in interpretation and application of the Delaware County Health Code by conducting field observations of staff inspections and audits, reviewing and analyzing staff inspection/audit reports, and initiate correction action when necessary.

Collaborates in the development and delivery of programs and activities that promote health and prevent disease.

Ensures the delivery of effective health education and technical assistance to individuals and/or groups regarding compliance with current local public health and environmental codes, regulations, and policies by developing education programs and providing guidance to environmental health staff on technical assistance they are providing.

Supervises investigations of complaints regarding public health problems and environmental health hazards and provides leadership on enforcement or corrective actions as required.

Participates in response teams to prevent, minimize, and contain adverse health events and conditions resulting from communicable diseases; food-, water-, and vector-borne outbreaks; chronic diseases; environmental hazards; injuries; and health disparities.

Ensure a coordinated response to public complaints and inquiries on environmental or public health matters.

Supporting reporting requirements to leadership.

Actively participating in accreditation activities such as project management, continuous quality improvement, work force development initiatives, strategic planning, etc.

Performs other duties as required.


Qualifications

Bachelor’s degree or higher.

Demonstrated supervisory/managerial experience required.

Two years’ professional experience in the following areas preferred:

Conducting on-site inspections to assess potential public health risks;

Enforcing compliance with laws, rules, regulations, standards, policies and procedures; and

Narrative report writing.

Knowledge of the following preferred:

Principles and practices of public health code enforcement;

Federal, state, and local laws pertaining to public health;

Current health code construction requirements and health regulations;

Ability to provide guidance, support, and constructive feedback to staff.

Ability to effectively delegate, monitor staff workload, ensure staff understand their duties and tasks, and make adjustments as needed.

Excellent organizational and time management skills.

Excellent in oral and written communications.

Ability to maintain accurate records, prepare reports, and handle confidential matters.

Ability to deal tactfully and effectively with staff, the public, and other city personnel.

Up to date COVID 19 vaccination is required

Valid driver’s license and ability to pass a background check

Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within three months of starting employment.
