The Right-to-Know Officer will work under the general supervision of the County Solicitor to respond to Right to Know requests to include: determining suitability under RTK law; identifying and coordinating with the correct responding group; preparing final response within the time frame; and provide support on appeals when required.
Monitor and be responsible for the County’s Open Records e-mail account.
Receive and catalogue all RTKL requests for the County, whether submitted by mail, electronically or e-mail.
Determine whether a request is allowed under the RTKL and properly directed to the County or another agency.
Forward RTKL requests which are the responsibility of other agencies.
Determine the appropriate employees or department which may have records for each request and work cooperatively with such department to obtain records.
Provide responses or denials to all RTKL requests properly directed to the County within the timeframes of the RTKL.
Maintain files of all requests received, any responsive records provided, and all correspondence with respect to each request.
Coordinate with IT on any e-mail search required for a request.
Assist counsel on responding to any appeals to the Pennsylvania Office of Open Records.
Develop and maintain policies and forms for RTKL requests.
Work cooperative with the County Solicitor’s office and outside counsel on any legal analysis required for the determinations needed to fulfill the AORO’s responsibilities.
Perform other duties, tasks and special projects, as required.
Bachelor’s degree from an accredited university.
Experience working in a law office or law department.
Excellent organizational and time management skills.
Accurate and detail-oriented.
Strong professional ethics.
At least 3 years of related experience.
Experience with Right to Know response.
Excellent written and verbal communication skills.
Familiarity with researching guidelines, regulations, statutes and case law.
Ability to work independently.
Ability to work well under pressure.
Exhibits sound and accurate judgment.
Demonstrates integrity and honesty.

While performing the duties of this position, employee is frequently required spend a significant amount of time type, research and performing computer related tasks. Occasionally, employee will need to drive to and from different locations. On rare occasions, employee will need to lift and carry items.
