Job Opening: Sewage Enforcement Officer (SEO)

Salary: $60,000 annual
Under the supervision of the Environmental Health Administrator, the Sewage Enforcement Officer SEO is responsible for the testing, approval and enforcement of various Delaware County Heath Code and PA Department of Environmental Protection regulations in accordance with the PA Act 537.
This position will be responsible for the reviewing and witnessing of testing for all subdivision and land development proposals within Delaware County which propose the use of on-lot sewage disposal. This includes the witnessing, testing, reviewing designs, and the approval of plans for any residential, commercial, or institutional property within the County, permitting the installation or repair of an on-lot sewage disposal system. The SEO will investigate on-lot sewage related complaints and malfunctions, including taking any enforcement action when required to protect public health. This position will also review land development, grading plans, and/or building plans, etc. on properties that are currently served by on-lot sewage disposal systems to ensure proper protection of existing on-lot sewage facilities and replacement areas, adherence to required isolation distances, etc.
The SEO may be also be required to conduct additional Environmental Health Specialist duties specific to the environmental health department.
PA Certified SEO
Two years’ professional experience in the following areas:
Conducting on-lot sewage
Reviewing applications for a permit to install a subsurface sewage system—primarily on-lot septic tanks.
Conducting tests used to determine the suitability of a site for an individual or community sewage system.
Enforcing compliance with laws, rules, regulations, standards, policies and procedures; and
Narrative report writing.
Knowledge of the following:
Principles and practices of the PA DEP with regard to on-lot sewage systems and Act 537 requirements.
Federal, state, and local laws pertaining to public health in accordance with PA Act 537.
Excellent organizational and time management skills.
Excellent in oral and written communications.
Ability to maintain accurate records, prepare reports, and handle confidential matters.
Ability to deal tactfully and effectively with staff, the public, other county and state personnel.
Physical Requirements: Ability to perform all physical duties related to reviewing and permitting on lot septic systems.
