FY2025 Proposed Budget
Delaware County Council released its proposed 2025 budget on Tuesday, December 3, outlining a strategic plan to reinvest in critical infrastructure and community services while addressing long-standing financial challenges. The proposed $396.5 million operating budget includes significant strategic investments aimed at improving core services and preparing the County for a more sustainable future.
The 2025 budget proposes a property tax rate of 3.873 mills—representing a 23% increase over last year’s 3.149 mills—driven by the need to fund essential projects deferred for decades, modernize facilities, and ensure operational efficiency.

Public Hearings
Three public hearings will be held to allow public input on the FY2025 Proposed Budget. All hearings are scheduled for the County Council Meeting Room, Government Center, 201 W Front Street, in Media. Each hearing is being recorded and will be accessible below shortly after the hearing’s conclusion. Please note: The first reading of the Budget Ordinance occurs on Wednesday, December 4, at 6:00 p.m., and the second reading occurs on Wednesday, December 11, at 6:00 p.m. during Council’s Regular Public Meeting.

The Department of Budget Management under the direction of the Executive Director, is responsible for the execution of the annual operating and capital budgets as approved by County Council, including regular reports of findings and recommendations aimed at optimum spending levels.
The department evaluates all budget requests from department directors in terms of overall county policy and budget direction as may be set by County Council. Once a proposed budget is prepared, it is presented to the Executive Director who reviews it before submitting it to County Council in November for preliminary acceptance.
Before final passage in December, County Council further reviews the budget and holds public hearings before the document is approved and put into effect.
All personnel actions require certification from the Budget Management Department that funds are available within the budgets of the respective departments.
