Summary

The Chemical Safety Program Coordinator is responsible for administering various grants for the department; ensuring accurate Annual Tier 2 reporting and planning; and participates in other areas of emergency planning, training, or emergency response.


Essential Duties

Ensures accurate Annual Tier 2 reporting and planning including invoicing and collection of fees. Specific activities depend on the time of the year. This activity requires compliance to PA Labor & Industry’s PATTS guidance documents and knowledge of EPA EPCRA, SARA Title III and PA ACT 165 and the ability to apply those guidelines without direction.

Compiles the Annual Hazardous Materials Emergency Response Report which is used for applying for grants and to meet requirements for certification of the County’s hazardous materials response team.

Administers the Hazardous Materials Response Fund (HMRF) Grant which is on a July to June fiscal year and provides funding for partial sustainment of the chemical safety program. This requires preparation of a budget for activities as approved by the PEMA Technical Hazards Division cooperating with the Hazardous Materials Operations Coordinator.

Administers the Hazardous Materials Emergency Preparedness Grant which is on an October to September fiscal year and provides funds for planning and training for the hazardous materials response team.

Administers the Radiological Emergency Response Fund Grant which provides for equipping and training for the hazardous materials response team in accordance with PEMA Directive D2019-05.

Conduct facility site visits and inspections of current Tier 2 facilities as required under PEMA directives. Participates with OSHA and EPA EPCRA in conducting facility visits.

Identify and investigate new Tier 2 facilities to ensure that all reporting is being provided to PA Labor & Industry PATTS and the County. The includes determining if facilities are required to report under the standards.

Prepare Tier 2 facility off-site response plans as required under EPA EPCRA and Act 165. This would include presenting the finished plans as briefings to local first responders.

Act an administrative liaison to all Tier 2 facilities and other participants such as pipeline operators, railroad companies, freight haulers, maritime shipping companies and other entities moving hazardous materials through Delaware County.

Assist the Chair of the Local Emergency Planning Committee (LEPC) with organization and planning of the quarterly LEPC meetings. This would include keeping the minutes of the meetings and other administrative tasks.

Plan and conduct orientation visits to target hazard facilities for the County’s Certified Hazardous Materials Response team in cooperation with the Hazardous Materials Training Coordinator.

Function as a core member of the County’s certified hazardous materials response team. This would include being on-call as initial responder.

Work with PA Department of Environmental Protection as an adjunct for the investigation of complaints to determine if additional action is required by the hazardous materials response team and the DEP.

Performs emergency management functions as they relate to the Chemical Safety Program.

Perform other duties, task and special projects, as required.


Qualifications

Bachelor’s degree from an accredited college or university in emergency management, or equivalent experience and training.

National ProBoard Certified Hazardous Materials Technician.

National ProBoard Certified Hazardous Materials Safety Officer.

National ProBoard Certified Hazardous Materials Branch Officer.

10 years of experience in hazardous materials and firefighting.

2 years experience working with Tier 2 facilities.

2 years experience of working with local emergency planning committees.

5 years of experience in emergency planning.

5 years of experience in preparing budgets.

PEMA Basic Emergency Management Certification.

Excellent verbal and written communication skills.

Ability to work independently and proceed with objectives.

Ability to establish priorities (remain focused on daily operations).

Understanding of fiscal planning, balance sheets, etc.

Ability to coordinate and direct work assignments.

Ability to maintain confidential information and handle confidential matters.

Ability to work closely with others as part of a team.

Accurate and detail-oriented.

Excellent organizational skills.

Strong time management skills.

Ability to carry tasks to completion within the allotted timeframe.

Knowledge of federal, state and local environmental regulations.

Experience and training in an Emergency Services and HazMat response field.

Working knowledge of Pennsylvania Act 165-1990, as amended, and SARA Title II.

Knowledge of other federal regulations dealing with Hazardous Materials operations.

A valid Pennsylvania driver’s license is required.

Physical Demands

While performing the duties of this position, the employee is frequently required to sit, talk and hear. Occasionally, the employee will need to stand; walk; drive a vehicle; work with an uncommon level of noise; reach or work with arms above shoulder height; bend, twist or rotate at the waist; kneel, stoop, crouch or squat; crawl; climb stairs; climb or work on ladders; push up to 50 pounds for a distance of approximately seven feet, and carry up to 50 pounds for a distance of up to 300 feet.

The specific vision requirements for this position are as follows:

Work Environment

The noise level in the work environment is usually quiet to moderate.

Will need to conduct outdoor exercises and inspections in all weather conditions.

Will be subjected to hazardous materials and conditions, including high levels of noise, when responding to incidents.

Required to wear protective equipment and sometimes self-contained breathing apparatus and respirators.


Other

This position requires professionalism.

Will be handling large sums of money or checks from facilities and responsible party fees.

Ability to work extended hours, as necessary.
