Summary

The Chief Deputy assists the Register of Wills, who is also the Clerk of the Orphans' Court Division, in a managerial capacity. The Chief Deputy helps ensure the proper functioning of the office.


Essential Duties

Under general supervision of the Register of Wills and Clerk of Orphans' Court Division:

Probates Wills and Estates which includes preparing Probate Petitions and the swearing in of personal representatives.

Processes Petitions for Citation/Hearings/Rules Returnable for review by the Register of Wills.

Prepares Preliminary or Final Decrees/Orders/Citations/Rules to show cause for Petitions filed; attends Register of Wills.

Hearings and takes notes; certifies files to Orphans' Court for Appeals filed.

Assists with the training of employees in the Register of Wills, Marriage License, and Orphans' Court.

Fills in and performs the functions of any position as needed.

Is the Deputy assigned to help oversee the Marriage License Department.

Prepares office payroll and submits to the Controller's office/Internal Management.

Prepares Personnel Actions Forms, Employment Requisition Forms and Employee Disciplinary Memos.

Participates in Disciplinary meetings with employees when requested to by the Register of Wills.

Reviews/verifies each month's office financial work (for Non-Inheritance Tax collections) of the Deputy and Financial Receipts/Banking Coordinator.

Prepares monthly checks for payment to the Treasurer of Delaware County.

Performs traveling probates and traveling Marriage License applications as needed.

Assists the Register, other Deputies, staff, Law Clerks, lawyers and general public with issues/questions/problems.

Completes tasks/projects at the request of the Register; attends seminars/conferences when needed.

Attends Orphans' Court hearings at the request of the President Judge to assist with the preparation of Certifications of Notice under PA Orphans' Court Rule 10.5 and Status Reports under PA Orphans' Court Rule 10.6 as needed.

Open Records Officer for the Register of Wills office; handles and processes Open Records requests.

Perform other duties, tasks and special projects as needed.


Qualifications

Associate’s degree from an accredited college or university, or equivalent combination of education and experience.

Ten years of job-related experience.

Knowledge of County of Delaware Administrative Code or the ability to learn.

Ability to interface effectively with all levels of county management.

General understanding of fiscal planning.

Intermediate skill to use a personal computer and various software packages.

Ability to work independently and proceed with objectives.

Excellent interpersonal skills.

Ability to maintain confidential information and handle confidential matters.

Ability to work as part of a team.

Preferred Skills, Knowledge & Experience

Bachelor’s degree from an accredited four-year college or university; or one to two years of related experience and/or training; or equivalent combination of education and experience.

Five years of supervisory or management experience.

Excellent verbal and written communication skills.

Strong time management and project management skills.

Strong organizational skills.

Ability to follow office protocols.

Able to use common sense understanding to carry out written or verbal instructions.

Ability to handle and resolve recurring problems.

Physical Demands

While performing the duties of this position, the employee is frequently required to stand, walk, sit, and talk or hear. On rare occasions, the employee will need to stoop, kneel or crouch; reach with hands and arms; climb stairs; lift or carry items; and bend or twist at the waist.
