Summary

Are you an experienced, enthusiastic, and passionate local government professional who enjoys making a positive difference in your community? The County of Delaware is looking for qualified individuals for the position of Chief Financial Officer (CFO).

The CFO will be an integral executive leader who will help guide organization strategy to achieve the goals set forth by the County Council and Executive Director, partner with organization leadership to plan, forecast, and achieve optimal financial outcomes, manage budget and investment decisions, and execute strategic business plans. The position will have significant technical skills and be highly successful in managing governmental accounting and reporting, including grant management, interpretation, and reporting. In addition to providing leadership to the financial and budgeting service areas, the position will also assist in general oversight of specific service areas in coordination with department directors.


Essential Duties

Under the general supervision of the Executive Director:

Establishes and maintains internal control procedures and ensures County compliance with state and federal standard accounting procedures and its adherence to sound fiscal and administrative policies.

Provide support to all departments in all fiscal affairs involved in the provision of services to citizens of the County.

Prepare project, budgetary and financial recommendations for County Council.

Manages daily operations of Finance Department to include all Accounts Receivable, Accounts Payable, Cash Receipts, Capital Assets Management, Debt Service, Lease Management, Encumbrances, and Journalizing.

Reviews budget requests and recommends funding levels.

Monitors revenue and expenditures during fiscal year.

Helps solicit proposals; recommends award, ensures requirements are met and coordinates project implementation.

Generates quarterly financial reports and presents summary at scheduled meetings at least once per quarter.

Works with external auditors in preparation of annual financial report.

Ensures the preparation and maintenance of accurate and complete financial records for the County.

Directs the preparation and administration of the County’s annual budgets.

Meets with Department Heads to discuss budgetary needs and presents budget to County Council.

Direct and oversee the financial activities of the corporation, direct the preparation of current financial reports and summaries, and create forecasts predicting future growth.

Develops workable implementation plans, communicates changes effectively, builds commitment and overcomes resistance, prepares and supports those affected by change, monitors transition and evaluates results.


Qualifications

This position requires a master’s degree in Business Administration, Accounting or Finance from an accredited college or university and eight to ten years of experience in financial management.

Certified Public Accountant designation preferred.

Managerial experience with the ability to motivate staff to perform their duties effectively. Exceptional analytical, organizational, interpersonal, and communication skills. Proficiency in conflict management and business negotiation processes.

The Chief Financial Officer role requires expertise in fiscal planning, budgets, spreadsheets, and audit interpretation, along with strategic planning and project management skills while maintaining confidentiality.

The desired candidate should demonstrate objectivity, openness to diverse viewpoints, and a capacity to contribute to team-based conceptual design and policy development efforts.

They excel in resolving persistent challenges through firm and unbiased decision-making.
