Position Description

Emergency Planner 1 works in coordination and cooperation with county, regional, state and federal groups and individuals to manage, develop, coordinate, train and execute emergency management preparedness, response, recovery, mitigation and other activities.


Duties of Position

Develop and manage a countywide disaster volunteer program that includes Community Emergency Response Teams, Citizen Corps, Medical Reserve Corps, Animal Response Team and spontaneous volunteers.

Collaborate with Voluntary Agency Coordinators in other Southeastern Pennsylvania counties to develop a regional volunteer management program.

Provide support to Voluntary Organizations Active in Disasters (VOAD) agencies

Develop and maintain partnerships with a variety of stakeholders from local, state and federal government as well as community-based organizations, non-profit organizations private entities.

Participate in Emergency Operations Planning at the County and Local level.

Participate in EOC operations, training and field assignments.

Assist with disaster recovery efforts.

Supports the County Emergency Operations Plan with emphasis on ESF 6, Mass Care; ESF 5, Emerg. Mang. and ESF 14, Community Recovery, Mitigation and Economic Stabilization.

Participate in Quarterly Local Emergency Management Coordinators Meetings as requested.

Qualifications

Certification in Emergency Management, experience in municipal and county emergency management, experience in emergency first responder leadership roles, excellent skills in verbal and written communication, knowledge and ability in communicating and implementing ideas that lead to cooperative plans with multiple and diverse parties, ability to speak before large and small audiences, valid driver’s license. Experience in disaster performance is preferred. Experience in working with volunteers is preferred.


Physical Requirements

While performing the duties of this position, the employee is frequently required to stand, walk, sit, climb stairs, lift 25lbs to a height of up to 30 inches, carry 25lbs for up to 300 feet, drive a vehicle, talk and hear. Occasionally, the employee will reach or work with arms above shoulder height, bend at the waist while working; kneel, stoop, crouch or squat; and work with an uncommon level of noise. On rare occasions, the employee will need to climb or work on ladders, push items, twist or rotate at the waist while working, taste and smell. While vision is required, there are not special vision requirements for this position.


Working Conditions

8:30am-4:30pm Monday through Friday. Other hours as required by position responsibilities or at the direction of the Director. This position requires flexibility to meet the customer’s needs. Ability to work extended hours, within reason, as required.
