Description of Work

The Children and Youth Services Fiscal Officer 1 position has a direct impact on federal and state funding received by Delaware County as a result of eligibility determinations made by the Fiscal Technicians in the unit for Foster Care, Adoption and Subsidized Permanent Legal Custodianship (SPLC) records. You will have the opportunity to communicate with Children and Youth Services program and fiscal management regarding eligibility issues. Job responsibilities include but are not limited to:

Understanding and interpreting Social Security Title IV-E regulations and state regulations regarding the eligibility of children in placement, Adoption and SPLC for federal and state funding.

Overseeing determinations for Temporary Assistance to Needy Families (TANF) and completion of the Means Test Worksheet.

Ensuring regulatory compliance.

Providing Title IV-E training to program and eligibility unit staff.

Functioning as the fiscal liaison with the Social Security Administration, Pennsylvania Department of Human Services, and Delaware County agencies to resolve eligibility issues.

Supervising a team of fiscal staff.


Minimum Experience and Training Requirements

Two years as a Fiscal Technician and six college credits in accounting; or

Five years of bookkeeping experience and six college credits in accounting; or

Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or

One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or

An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.


Other Requirements

You must be able to perform essential job functions.


Legal Requirements

You must pass a background investigation.

This position falls under the provisions of the Child Protective Services Law.

Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
