Summary

The Maintenance Supervisor plans, prioritizes, coordinates, and supervises all tasks related to the County of Delaware’s maintenance program. The Maintenance Supervisor oversees the daily operations of the maintenance department and is responsible for the selection, oversight and management of in-house technicians and various contractors performing preventative maintenance and repair tasks at buildings constructed, owned, maintained or operated by the County of Delaware. The Maintenance Supervisor provides technical guidance and assists with planning and coordinating County building improvements and renovations.


Essential Duties

Acts as an in-house technical resource. Asses building systems to plan work assignments and project schedules.

Develops preventative maintenance schedules and procedures.

Supervises an in-house team of maintenance technicians.

Organizes the schedules and work of maintenance technicians.

Coordinates the installation, repair and maintenance of facilities and machinery.

Conduct safety inspections as required.

Manages the implementation of preventative maintenance program for County facilities.

Responds to emergency situations or after-hours calls for repair and maintenance.

Identifies and coordinates training sessions in facility maintenance, safety procedures and methods.

Performs routine inspection of major building system at the County’s facilities to identify needed maintenance and repair work.

Order and maintain a regular inventory of maintenance supplies and equipment.

Oversight of the maintenance budget.

Manage the County of Delaware’s work order system.

Lead coordination with the County’s Department of Human Resources to interview and hire new employees.

Assigns work to maintenance technicians and ensures it is completed correctly, on time, and compliant with the contract specifications.

Issues contract specifications, including the development of a scope of work, creation of an evaluation committee, and recommendations on selection for approval by County Council.

Represents the County in relationships with vendors.

Partner with the Central Purchasing Department to establish a public bidding timeline for projects.

Reviews design submissions from professional design firms and provides comments to ensure the documentation reflects the project scope and established budget, and compliance with County standards and building code.

Attends design and construction progress meetings for projects administered by the Department of Public Works.

Prepares administrative reports on maintenance activities and provides updates to the Director of Public Works as required.

Perform other duties, tasks and special projects, as needed.


Qualifications / Requirements

High school diploma or equivalent. Some college or trade school preferred.

At least 5 years of relevant maintenance experience and knowledge of building systems, preferably in the mechanical, electrical, and plumbing trades.

Understanding of building codes and standards.

Ability to schedule maintenance work.

Ability to identify issues and decide on required actions.

Experience operating a building automation system (BAS).

Knowledge of terminology, symbols, and sources of mechanical, electrical, and/or plumbing engineering drafting and design information pertaining to building construction.

Must be able to read and interpret construction drawings and associated operation and maintenance materials.

Ability to work independently as well as in a team environment, prioritize work, manage multiple tasks, meet deadlines, and quickly adjust or change course as needed.

Experience supervising employees represented by a collective bargaining agreement

Excellent interpersonal skills, communication skills, flexibility, and attention to detail.

Demonstrated ability to work with culturally diverse people and individuals of all abilities.

Proven negotiation skills.

Visual awareness and an eye for detail.

A valid driver’s license is required.

Ability to travel throughout the County and municipalities and navigate buildings and construction sites as required.


Preferred Skills, Knowledge & Experience

Experience in dealing with municipal agencies.

Ability to interpret architectural and engineering plans and specifications.

OSHA 30 certification.

Universal EPA HVAC certification.

Ability to follow office protocols.

Ability to handle and resolve recurring problems.

Ability to remain focused on daily operations.

Familiarity with Delaware County is a plus.

Physical Demands

While performing the duties of this position, the employee is frequently required to stand, walk, sit, drive to and from locations, and talk or hear. Occasionally, there is a need to reach above shoulders; kneel, stoop, crouch or squat; climb stairs; climb ladders; and work with an uncommon level of noise. This position also requires a keen sense of hearing and a strong sense of smell.

Work Environment

The noise level in the work environment is usually moderate.

Work is performed primarily inside in both office and mechanical/utility areas.

Some outside observation of conditions or work in progress may be necessary.

Ability to climb and work in high, precarious places (roof inspections).

Ability to work extended hours, when needed.

On call responsibilities for emergency response 24/7/365.
