Summary

The Program Compliance Manager is responsible for programmatic compliance of all workforce development services funded by the Delaware County Workforce Development Board (DCWDB) under the Federal Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF).


Role and Responisbilities

Establish and maintain a strategic vision for achieving best practices in workforce development programs for low-income adults, dislocated workers, out-of-school youth, and in-school youth in Delaware County.

Maintain current knowledge of program guidelines as well as local programmatic policies and procedures. Maintains review of legislative updates, Workforce bulletins, etc,

Ensure DCWDB complies with all state and Federal programmatic guidance.

Work with DCWDB Program and Youth Committees to gather input from local leaders.

Create policies, forms, and tools for the local implementation of state and federal program design related to programmatic guidance.

Collaborate with CareerLink partners and program providers to identify and address service gaps.

Participate in the procurement process for all WIOA and TANF programs to ensure the requested programs are best practices, that contractor proposals meet local needs, and that participants will benefit from the procured services.

Assist in the development of the Request for Proposals (RFP) including the scope of work, guidelines, and new requirements.

Participate in the Bidders Conference and ensure thorough responses to all bidders' questions,

Participate in the proposal review committees by using the standard assessment rubric to select successful bidders

Ensure that the final, approved scope of work is compliant with all local, state, and Federal guidelines and meets DCWDB's local priorities.

Ensure all DCWDB-funded programs are implemented in strict fidelity to the approved scope of work that each ontractor has agreed to provide. Il programs outlined in contractors' scope of work must strictly adhere to federal, state, and local requirements. This will be accomplished through:

Desk monitoring of programs through monthly reports.

Announced and unannounced site visits to contractors' programs at a frequency outlined in the DCWDB Monitoring Policy and Plan.

Review and approve all program invoices before payment.

When necessary, oversee the corrective action when programs are not in compliance with the scope of work or local, state, or federal guidance.

Train Contractor Staff program requirements both in formal training sessions and individualized technical assistance.

Lead regular meetings of program contractors.

Act as the local expert on program implementation in all interactions with State and Federal funders.

Represent DCWDB during PA Labor & Industry monitoring to demonstrate local program compliance.

Address any inconsistencies between local program implementation and state or federal guidance.

Participate in negotiation and monitoring of PA Labor and Industry's Common Measures performance benchmarks.

Participate in professional development to ensure continuous process improvement and best practices.

Represent DCWDB in working groups in Pennsylvania Workforce Development Association

Actively participate, and when appropriate make presentations at, professional conferences

Participate in special projects as needed including regional grants and special state or Federal projects under WIOA, TANF, or other funding.

Assist Fiscal, Monitoring, Quality Assurance, and Employer Engagement staff when requested.

Other duties as assigned.


Qualifications

Bachelors; 3-5 years of related work experience. strong computer skills with a working knowledge of Microsoft Office; strong communication and organizational skills. NOTE: limited travel will be required.
