Job Opening: Property Portfolio Manager

Salary: $70,000 annual
The Property Portfolio Manager performs administration and liaison duties for properties that the County leases and provides strategy, direction and oversight for high-level space management of the County’s leased and owned buildings. The person who joins the County will be an innovative and experienced property portfolio manager who is responsible for facilitating administration of the County’s leased environment in relation to owned properties to promote efficient use of space and resources in Delaware County operations. This person will be part of the division that oversees operations, maintenance, and capital projects of buildings and infrastructure. The Manager reports to the Director of Public Works.
Property Management and Lease Administration:
Serves as escalation liaison between County departments and leased buildings’ property managers to ensure the building owner fulfills its maintenance, operational, and security responsibilities.
Assist with accounts payable, accounts receivable, departmental transfers, and/or data entry in reference to leased properties.
Provides strategy, direction, and oversight for high-level space management to advise the County on starting/ending leases or acquiring properties.
Researches potential properties, considering multiple aspects such as zoning, taxes and neighborhood demographics to find those that align with the County’s goals.
Assess acquisition opportunities, conducts site visits, prepares financial analysis and negotiates contracts.
Coordinates arrangements for appraisals, title reports, environmental reviews and surveys.
Collects and analyzes a variety of complex data and information measuring the performance of the leased properties based on key performance indicators.
Works with Sustainability and Resilience Manager and Chief Sustainability Officer to identify and implement sustainability-focused operations to reduce the County’s carbon footprint and improve resource management.
Participates in/on a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate.
Serves as a liaison with other departments within the County, the community, and external agencies in order to provide information on available resources, projects, and/or services.
Performs other duties as assigned that support the overall objective of the position.
Professional knowledge of the theory, principles, and practices of property and lease management including occupant services and space management concepts.
Thorough knowledge and understanding of regulatory standards and legal requirements related to leasing, sale, purchase of buildings and surrounding properties.
Communication and relationship-building skills with public officials, property owners and managers, tenants, external contractors and others.
Success as a collaborator and relationship builder, with strong interpersonal skills and the ability to build coalitions and working relationships across a broad range of individuals and groups.
Proven analytical and managerial skills with the abilities to identify and manage resources, develop metrics and monitor performance, and prepare and deliver presentations and written information.
Bachelor’s Degree in real estate, property management, business administration or a related real estate field. Relevant experience may substitute for the degree requirement on a year-for-year basis.
Five years of progressive responsibility in professional real estate, portfolio, and/or asset management experience.
Performs work of a sedentary to moderately active nature. Requires sufficient ambulatory ability to walk to property locations, to stand for extended periods of time, and to bend and stoop for limited periods of time.
Requires a valid PA driver’s license.
Preferred credentials or licenses: Real Property Administrator (BOMI) or Pennsylvania Real Estate Broker
