As part of the countywide property tax reassessment process which began in 2017, Delaware County will begin notifying residents of their tentative property values beginning mid-February.
Informal notices of the new tentative property values will be mailed to all County residents mid-February through March. The notices will be sent to the addresses which are currently on file with the Delaware County Assessment Office. It is important for property owners to carefully review their new assessment for accuracy. If the property owner believes the assessment is an accurate representation of the fair market value of their property, they do not need to take any action. If a property owner believes the new assessment does not represent fair market value, they are encouraged to call the number on their notice to schedule an informal meeting with Tyler Technologies. The informal meetings consist of the property owner sitting one-on-one with Tyler staff, discussing their individual assessment.
Residents cannot schedule an appointment until they have received a letter with the new tentative property value. Residents must contact Tyler Technologies within 10 days of the mailing date on their notice to schedule an informal review. The informal hearings will be heard from March 2- May 15. All informal reviews must be heard by May 15.
Once the informal reviews are completed, Tyler Technologies Inc. will submit updated property values to the County in June. The County will notify property owners of their updated property value in July. Property owners who do not agree with the July notice of values can request a formal appeal of their property, which will be heard by members of the County’s Tax Assessment Appeals Board. Formal hearings will begin in July. Both the informal meeting with Tyler and the formal appeal are free to the public.
The County is undergoing the tax reassessment process as mandated by the Courts in 2017. The court determined that property values across Delaware have changed since the last reassessment twenty years ago which created inequities in the value of real estate in the County. The new assessed values will take effect on Jan. 1, 2021. Delaware County Council contracted with Tyler Technologies Inc. in 2017 to provide real property appraisal services for the County’s 2020 general reassessment. The project, which was implemented through the County Treasurer’s Office utilized Tyler’s appraisal and street imaging services and included data gathering, verification of data and the establishment of assessed values.
A presentation on the County’s Tax Reassessment Project will be held for the public on Feb. 18th at 1pm in the Council Public Meeting Room. (201 West Front St. Media PA) Tyler Technologies will be presenting, followed by a Q and A.
