Delaware County Announces a $90M Federal Investment to Support the Development of Circuit Trails

Delaware County Council Chair Dr. Monica Taylor and Council Member Elaine Paul Schaefer were excited to join members of the Circuit Trails Coalition in Eyre Park in Chester last weekend for the annual Bike Rodeo to raise awareness of the need for federal funding to accelerate trail network connections in Delaware County.

This initiative highlights how trails can significantly cut emissions, combat climate change, and enhance the safety and convenience of walking and biking in our communities.

Dr. Taylor and Council Member Schaefer highlighted trail development in the county and across the region, including a landmark federal investment of $90M proposed to support the development of Circuit Trails projects, including, if approved, the Route 291 Trail/East Coast Greenway in Chester.

Route 291 serves as a critical industrial and transportation corridor for the City of Chester and our entire region. This investment allows the transformation of the 291 Industrial Highway into a safer, more welcoming gateway to Chester, as well as a thoroughfare that better supports job access, new local businesses, and residents.

The roadway’s current design isn’t safe or conducive to walking or biking and presents health and safety challenges to residents.

“This project is vital to our community,” said Council Member Elaine Paul Schafer who added, “Enhancement of circuit trails will create a safer environment for people walking and biking and will also improve conditions that are critical to encouraging new businesses to develop along the corridor.”

Many residents who live in the area along 291 live in an environmental justice area, as identified by the Delaware Valley Regional Planning Commission’s Indicators of Potential Disadvantage. The data reveals significantly higher-than-average rates of residents with disabilities, low-income individuals, and minorities.
