Summary

The RAISE grant is a competitive grant for capital investments in surface transportation infrastructure projects that will have a significant local or regional impact. In addition to capital awards, DOT will award at least $75 million for eligible planning, preparation, or design of projects eligible for RAISE grants that do not result in construction. Minimum award amounts for urban projects is $5 million. Grants may not be greater than $25 million. Under the RAISE FY2022 program, minimum and maximum award sizes are the same for capital and planning projects (this could change).

Eligible applicants are: States, a unit of local government, a public agency or publicly chartered authority established by one or more states, a special purpose district or public authority with a transportation function, a transit agency, and a multi-state or multijurisdictional group of entities that are separately eligible.

The Federal share of project costs for which and expenditure is made under the RAISE grant program may not exceed 80 percent unless the project is located in a rural area, a historically disadvantaged community, or an area of persistent poverty.

Common Eligible Projects

Eligible projects include highway, bridge, or other road projects, public transportation projects, passenger and freight rail transportation projects, port infrastructure investments, the surface transportation components of an airport project, intermodal projects, projects to replace of rehabilitate a culvert or prevent stormwater runoff for the purpose of improving aquatic species habitat, projects investing in surface transportation facilities located on Tribal land, and any other surface transportation infrastructure project deemed necessary by the Secretary to advance the goals of the program. Eligible activities under RAISE planning grants include projects related to planning, preparation, or design such as environmental analysis, equity analysis, community engagement, feasibility studies, and other pre-construction activities of eligible surface transportation capital projects. Also included are development of master plans, comprehensive plans, integrated land use and transportation plans, or corridor plans, planning activities related to development of multimodal freight corridors, development of port and regional port planning grants, or risk assessment.
