Homeowners Emergency Mortgage Assistance Program

Affordable Housing:

Assisted Housing Inventory - Since 1992 Delaware County has invested more than $28 million through HOME Investment Partnerships, Community Development Block Grant and local Affordable Housing Fund Program resources for the development of affordable housing units.

Delaware County Housing Authority (DCHA) - Operates Public Housing and Housing Choice Voucher Programs throughout Delaware County.

Chester Housing Authority (CHA) – Operates Chester Public Housing and Housing Choice Voucher Programs.

Affordable Rental Housing - A comprehensive list of subsidized units in Delaware County.

Pennsylvania Housing Finance Agency (PHFA) -provides a free and easy to use service to residents searching for affordable apartments in the Commonwealth. Information can be searched by city, county or zip code.

HomeHUBPA - An online, interactive mobile-friendly information clearinghouse for homeownership professionals—lenders, realtors, governmental officials, builders, housing counselors—to learn about and share resources to help clients obtain, retain or maintain a home.


OHCD participates in the leadership of the Homeless Services Coalition, and the formal, year-round countywide assessment and planning process to address the needs of the homeless and near homeless, as well collaboration within the homeless services system. Services funded directly through OHCD include case management, emergency shelter, and rental and financial assistance under the ESG and CDBG programs.
