The HOME Investment Partnership Program was created under Title II of the National Affordable Housing Act of 1990. The major objective of this program is to expand the supply of decent and affordable housing for low- and very low-income households. Provision of housing takes the form of acquisition and rehabilitation of existing structures, new construction, homeownership assistance and tenant-based rental assistance. HOME seeks to create and strengthen partnerships between government and the private sector, including for-profit and non-profit organizations to accomplish this goal. Funds also provide for down payment and closing cost assistance for first time homebuyers.
Since 1991, the County has received an annual HOME allocation. Like the CDBG Program, HOME provides the flexibility necessary for local governments to determine the most appropriate methods to address local housing needs. Applications are accepted on a rolling basis.
