Delaware County Council has initiated planning for development of the County’s Program Year (PY) 2023 Housing and Community Development (HCD) Action Plan, which includes the Community Development Block Grant (CDBG) Program. The County anticipates receiving approximately $3.0 million in CDBG funds in the upcoming program year, which is scheduled to begin on July 1, 2023. Those interested in applying for funding should forward an application package to the Delaware County Office of Housing and Community Development (OHCD). All applications must be received no later than 4:30 p.m., January 6, 2023.
Please review the application package thoroughly, as incomplete submissions may not be considered for funding. OHCD staff is available to address concerns related to proposal preparation and visit potential project sites. Applicants seeking funding for Acquisition/Relocation activities must contact OHCD to schedule a Pre-Application Meeting before submitting an application. Questions and requests for assistance may be directed to Phil Welsh at (610) 891-5425.
OHCD has scheduled a Public Hearing to assess the County's housing and community development needs on Tuesday, December 6, 2022, at 6:00 p.m. via Microsoft TEAMS. Please contact OHDC by email at OHCD@co.delaware.pa.us to obtain a link to this virtual meeting. Anyone wishing to provide comment on housing and community development needs, request information on the development of the proposed programs, and/or review program performance, is encouraged to attend. Staff will discuss project development, address general application questions and review prior year accomplishments. Written comments will also be accepted via mail at the address below or at email@example.com .

Public officials and citizens may find the Guide to National Objectives and Eligible Activities
published by the U.S. Department of Housing and Urban Development (HUD) helpful in selecting local CDBG-eligible projects for application to the County. While the Community Development Block Grant (CDBG) Entitlement Program statute, as amplified by the rules and regulations, provides the authoritative version of program requirements, the Guide to National Objectives and Eligible Activities organizes the information in a more understandable format, providing guidance and examples.
